Old .seq file is "not a sequence file"

I have been tasked with fixing some test files circa 2007.  I have installed TestStand 4.5.1, the oldest version I have. The files will not open, error "not a sequence file".

The TS conversion tool identifies these as type "ini", but they won't convert to binary. "Not a sequence file". I have attached one of the files. Is there a way for me to convert/open/uncorrupt these files?
